Michael Phelps Won't Face Charges

So it appears the famed swimmer will not be charged for a photo of him allegedly smoking an illegal substance. Unfortunately having a photo of smoking just is not enough to charge someone and prove them guilty beyond a doubt experts say. Regardless, whether guilty or not, Phelps has already lost a lucrative sponsorship and potentially could face more issues in the future.
